This is quite commical as it really should read, What the consumer needs to know about the Packaging Industry and the reality of how theft in the stores is the reason for this type of packaging. All Larry David and other thousands of consumers need to use is a pair of scissors, which, I may add was in the drawer that he removed the blunt knife and screw driver from. The reason for this type of "tamper proof package" is due to the high incidences of theft at the point of sale. The package is often opened in the store and items removed and then closed again.
Quick Question; What would be more frustrating; Purchasing a package with missing items and/or with damaged goods or a package that ensures you get what you paid for and offers the protection for the product you are buying. My conclusion is that the consumer needs to understand why these packages are intentionally created to be so hard to open and that it would be simple to use a decent pair of scissors to open it!
