According to Akamai and JupiterResearch this is the maximum length of time an average user will wait for a web page to load before abandoning a retail site.
The report ranked poor site performance as second only to high product prices and shipping costs as leading causes of dissatisfaction among online shoppers.

The problem with this study is its methodology. Instead of observing actual user behavior, they conducted a survey. How many average Web users actually count the seconds while a site loads, and can reliably report how many of those seconds elapse before they give up?
If memory serves, studies of based on user observation put the time limit for page rendering at between six and eight seconds. I'll have to do some digging to confirm this, however. I imagine these numbers change over time with increased broadband adoption, so it would be a good idea to update my knowledge of the topic.
